Could not acquire hardware tool communications resources: PICkit2PlatformTool

Does anyone know how to solve this in MPLABX? I keep getting this message when I try to download the compiled program to the devBugger:
"The programmer could not be started: Could not acquire hardware tool communications resources: PICkit2PlatformTool SN#<sn>OlHoss"

It works fine with PICusb...

    it's just really finicky - sometimes it works for me, sometimes it doesn't. Try restarting MPLABX with the board already connected, or switching the USB ports on your computer.

      normally that happens to me after I try to program the board in run mode...if I click it twice it seems to go away though
